Job Description:
SURS is the administrator of a cost-sharing, multiple-employer,
public employee retirement system that provides retirement,
survivor, disability and death benefits to employees of Illinois
state universities, community colleges, and certain other
affiliated organizations and agencies. SURS was created in 1941, by
an act of the Illinois General Assembly, and is governed by the
Illinois Pension Code (40 ILCS 5/15-101 et seq.). SURS provides
benefit services to over 250,000 members who work for 61 employers.
SURS is responsible for investing assets in a diversified portfolio
of U.S. and foreign stocks, bonds, real estate and alternative
investments. SURS maintains a defined benefit plan, which on June
30, 2023, had assets valued at approximately $23.2 billion. SURS
also administers two defined contribution plans, the Retirement
Savings Plan, which on June 30, 2023, had assets of approximately
$3.7 billion and the Deferred Compensation Plan, which had assets
of approximately $28.5 million. Northern Trust serves as SURS'
master trustee custodian.
SURS is looking for a Software Engineer who will be responsible for
writing and maintaining software to help SURS accomplish its
mission. They will create both standalone systems and work with
systems provided by other vendors to create full solutions. They
may be called upon to suggest, analyze, specify, prioritize, code,
test, and support any of those systems. They should be very
proficient with multiple languages across multiple domains, should
also have a basic understanding of business processes, and exhibit
excellent problem-solving abilities. They should be very good
communicators and capable of both learning from others and
mentoring or teaching others.
This position is open to candidates with varying levels of
experience in a software engineering capacity.

Main Duties
- Analyze, design, code, test, and debug moderately complex
software applications
- Collaborate with product owners, project managers, business
analysts, fellow programmers, and business users to develop
high-quality deliverables
- Test systems and written code. May include unit tests, system
tests.
- Write and maintain documentation for promotion, maintenance,
and support of written software
- Handle 3rd-level technical support questions for production
systems
- Work with manager to balance new development vs maintenance and
support of existing software
- Stay updated on new technologies, patterns, and frameworks to
maintain relevance and understand new industry trends Required
Qualifications
- High school diploma or equivalent.
- Any one or any combination totaling two (2) years (24 months)
from the following categories:
- College coursework which includes Information Technology (IT),
IT Management, Programming, IT systems, or a closely related
discipline, as measured by the following conversion table or its
proportional equivalent:
- 30 semester hours equals one (1) year (12 months)
- Associate's Degree (60 semester hours) equals eighteen months
(18 months)
- 90 semester hours equals two (2) years (24 months)
- Bachelor's Degree (120 semester hours) equals three (3) years
(36 months)
- Work experience in IT-related functions, such as
hardware/software support, programming, network design, network
engineering, IT systems integration, or closely related field.
- Based on position requirements, additional knowledge, skills,
training, and/or work experience in the area of specialization
inherent to the position is required as follows:
- Experience writing code within the .NET ecosystem
- Experience with SQL databases
- At least one of the following:
- Experience with devops processes (including CI/CD)
- Automated testing experience. (TDD, unit tests, automated
testing frameworks, web and web service testing)
- Experience utilizing ORM frameworks
- Experience utilizing logging libraries
- Experience working with mainstream source-code management
systems (SVN, git, etc)
Knowledge, Skills and Abilities (KSAs)
- Knowledge of the systems and operations used within the areas
and departments of responsibility.
- Excellent verbal and written communication skills.
- Ability to oversee and coordinate activities of user
groups.
- Ability to effectively communicate with other colleagues,
supervisors, administrative staff, and other IT users.
- Ability to identify and resolve technical problems.
- Ability to effectively communicate and professionally interact
with all staff levels.
Preferred Qualifications
- Agile development understanding and experience
- Understand authentication and authorization technologies and
implementation
- Data analytics and/or data engineering experience
- Experience with refactoring
- Experience with project management software (Atlassian Jira,
Azure DevOps, etc.)
- Excellent problem-solving skills
- Experience estimating software development effort
- Experience with defined benefit and defined contribution

- Out-of-state residents may be considered for this position.
Out-of-state residents must establish Illinois residency within 180
calendar days of the start date for this position. Illinois
residency requires proof of a valid Illinois Driver's License or
state of Illinois ID Card. Failure to produce the required
documentation within 180 calendar days will result in immediate
termination of employment.
